My puppy plays too rough with other dogs.

HELP!
I have a 3 month old Terrier mix puppy named Guinness that loves to play with my sister's terrier chihuahua cross. The problem is Guinness plays too rough with him and he is is so submissive he isn't really telling Guinness that it is too much.
He is good about how hard he bites (people and dogs) it's that Guinness jumps onto his back and we are afraid he will seriously hurt him especially when he get to be his full size.
How can we help show him how rough is too rough with other dogs when he doesn't play that rough with people??

Let him play with other puppies and other dogs that are well socialized and good with puppies in a supervised environment when he's old enough in terms of vaccines. Bigger and older dogs and assertive small dogs will quickly teach him appropriate manners without hurting him.
Doggy daycare, dog park with good responsible owners, play groups. That being said some dogs like to play rough with their friends and are better playing with dogs of equal size. Some dogs are never reliable around little dogs and cats. Terriers tend to be bred to hunt and kill small animals and view them as prey so while you can accomplish a lot with training, you have to be realistic with instincts too.
My ninety pound dog loves to wrestle and play very rough with dogs of equal or bigger size. He won't play with smaller dogs or puppies at all. If they try to play with him he either walks away or just let's them chew on him. He's very gentle with them and my cats. I never trained that, it's just him. His particular instincts. I'd never try to curtail his rough wrestling with his large buddies, he loves it and there's never a mark left.
