I try to focus on both the strange dog's behavior as well as my own dog's. It can be hard, but do-able. Spend a few seconds reading the other dog, and if it's clear there's going to be nose-to-nose contact, or Bev is signaling she's uncomfortable, turn right around happily. Look at her, and make it a training exercise. It makes it a lot less awkward, haha. I know it can feel weird to see a neighbor with their dog that is looking right at you and saying hello, and have to rudely turn around and walk away. I just make it clear i'm training him, and they don't seem offended.
I personally wouldn't recommend a Halti for her. Did the rescue give you the EasyWalk she had on? If that doesn't work for her, read the loose-leash walking thread, watch the videos, and either use the word "yes!" or use a clicker, and start working with her. As an APBT, it shouldn't take her long at all when it's made into a training exercise/game. If it seems like learning just another fun trick, she'll catch on fast.
