How do I pad train?

The min pins we recently adopted are very finicky when going to the bathroom. We have them finally going completely outside for all their buisness, but its raining today and she's refusing to go outside. When I bring her all she does is shake and try to get back in.
Do they sell sprays to entice her to use the pad when we are not here or the weather is not co-operating?

They sell sprays Training Pads for Puppies and Adult Dogs and other items to entice using an area (for instance one part of your yard) Potty Rock? Dog Training Device (potty rock)

The way they work is they are scented (I don't believe we can smell them) and they smell like a potty area.

A puppy pad is a good idea for little dogs-they don't seem to like to go out in cold or wet weather

We bought potty pads, but I don't think its scented. She hasn't used it yet but luckily she's been going outside so far. The rain let up enough for her to go out. I guess I need to hurry up and buy her a coat soon.

If you scroll down on the first link-there is a spray at the bottom. You can buy these in most pet stores too
