How do I know when I can trust him?

My dog is leash reactive, but getting better. Then, he started growling at us. We stopped doing things that made him growl and he stopped. My husband is more trusting than me and introduced him to a dog and they were fine. I usually cross the street when i see other dogs.

How do I know when he will be friendly?

Sometimes it can be about confidence. If you are confident your dog will be confident but if you are worried your dog can get worried and become reactive. I would suggest you go with your husband and see how he handles the dog or every time you see a dog move a little less. So if you move 20 yards away from the dog next time move 19 yards away then 18 and work closer to the dog until you can walk past them.

Thanks, I walked with him and he lets our dog react and lunge. I try to calm him down before that point. I like your idea of making the distance closer each time. I feel more in control that way.
