Havapoo biting at certain people

Hi everyone! I have a 2.5 year old havanese poodle mix. I got her from a shelter a little over a year ago. She has been very trainable and is comfortable with everyone she meets. 99% of them time she is a total sweetheart. However, there are certain people she seems to be more aggressive towards. My brother, for instance, she has bit his legs multiple times. And my nephew she goes after his legs too. With my nephew I’m guessing she is trying to show dominance over, but my brother is nearly 30 and I don’t think it’s the same thing. Sudden movements or picking up children sometimes cause it, but it seems like recently she has been doing it unprovoked. Has anyone dealt with a similar situation? Any guidance or advice would be really appreciated!

Did her suffer from any attack? In general, a puppy could not bite someone unless they are threatened or bullied by human beings. My friend has a dog that always fears to the kid since it was bitten by a naughty boy.
