has problems with strangers

I have two dogs about a year old, lab/blue heeler mix, sisters from the same litter. One of them, Rowdy is very gentle, the other, Piper, is much more high-energy and nervous. They are both perfectly fine with other dogs, but Piper will growl, bark, and even bite at some people when we are out hiking, at the dog park, etc. She doesn't do this to all people, just an occasional person she doesn't like, sometimes adults, sometimes kids. She is perfectly fine with people we know. Her sister is social and friendly and doesn't confront people like this.

Any advice? I'm worried that some day she is actually going to attack someone.

She plays with toys, loves treats, eats normally, she obeys commands, and like I said, she interacts with other dogs just fine. I even walk them past horses and they have no problems. The only difference is she's always more energetic or maybe more nervous than her sister. There's just some people she comes across that seem to set her off.

the reason I ask is you want her to now associate the things she likes with the things she doesnt

Have special treats/toys that only strangers bring out.
