I second the harness idea. It's good for control overall but definitely needs training to completely fox the issue. Like others said , take treats with you on the walk and a clicker if you use that and reward the pup every time she/he behaves properly. Soon the pup will get it.
I'd also recommend a halti or gentle leader. It's a leash that instead attached to the face . It's not really needed in your case because you're most likely strong enough to hold your pup. It's mostly recommended for giant breed dogs which are very heavy/massive. This stops them from being able to use their body weight and instead they only have the strength of their necks. Gentle leader is the best thing I've tried for my 4 month old 80 something pounds English mastiff. She's super strong but with the gentle leader she doesn't even try to pull lol.
