Dog scared of stopping

I posted this on reddit also:

I volunteer at the Humane Society; however, I'm still in school so I only go three days a week (relevant because I don't get to see this dog often.) My favorite dog, one I'm strongly thinking of adopting (I know i keep switching back and forth,) is just like me in temperament and activity--he can sit around one second and ready for a jog the next second, doesn't mind being alone, just chills in his kennel, etc. That said, there is one big flaw, he is terrified of stopping. We will be on a run, walk, etc. and he's happy mouth hanging open, wagging his whole body and just enjoying life, but as soon as we stop he is a different dog. When I come to a stop (say an intersection or just to generally catch my breath) he freaks out--he tugs on the leash, jumps around like he wants to get away, cowers, whimpers, tail is between his legs and when he realizes that I'm not moving, he will flop onto the ground with heavy "I'm terrified" body language. Thoughts? I tried to treats and his favorite toy to make stopping a good thing, but he completely shuts down and wants none of it. That said as soon as I say "come on" or start moving again, he snaps right out of it.

Side note: It happens with other volunteers too, not just me.

My gut instinct would be that stress is being misinterpreted as something more positive when in movement. Likely movement is less stressful for him than stopping, but I would be very surprised if he was happy, happy, happy about running and then outright terrified from stopping. Low posture, a tucked tail, and fearful vocalizations paint the picture of an extremely stressed out dog; my guess would be that maybe he lower stress when moving because he feels more like he's fleeing?

If it would be possible to get video of the behavior that would help.

Does this shelter have a behavioral department that can help address this?

If you are thinking of adopting him, I would suggest being ready to employ some kind of behavioral help, given your description of the behavior.
