I don't see any need to do any behavior mod for that type of situation. It's unlikely to happen again. I would just suggest that the owners be more diligent about keeping their dog out of the way (they now know the dog may snap if stepped on by a stranger) and perhaps be prepared to leave any situation they are uncomfortable with before issues arrise.

I would however still suggest they train/hire a pro for the reactivity to people running.
