Complete Freakout before falling asleep?

Baxter is almost 16 wks. He's a full size Pom (min 15 lbs when grown)

I've noticed he has this thing where he starts panting like mad, gets super hyper, chews on anything and everything - even when Im distracting him - This is all right before he passes out asleep. He literally falls asleep mid chew or mid tantrum. He does this 80% of the time before sleeping. Most often it's when he isn't in his crate for the two scheduled "sleep" times, but while napping between those times. I'm currently using the crate for a daytime two hour nap, and at night, and for small amounts of time outs/calm down time.

I've been working on integrating him with our 5 yr old Spitz/Papillion mix female, Pepper, so he gets time outs when he won't stop biting her tail or legs - or jumping up on her. She isn't as playful as he is. She's pretty relaxed and calm unless he is jumping on him. Otherwise she lets him have whatever he wants.

He is getting to the age that I expect him to start mounting. He is always jumping on Pepper, so for now we have them together for supervised time so I can deter this behavior.

Is the freaking out normal behavior for a 15-16 wk male puppy? Is this the beginning of the mounting stage? Things have been kinda hectic around the house lately with my hdand due for surgery soon. Could this be anxiety?

He gets long walks, lots of play time, tons of chewing time (teething). He is well exercised before sleep times.
