Anxiety issues for older dog?

Hello, I have a 16 1/2 year old Sheltie Shephard mix. Up until recently she has tolerated me clipping her nails and brushing her coat. You could tell she didn't like it but put up with it. But lately she seems to have panic attacks when I try to do those things. Nothing has changed in her daily routine and I am always careful while clipping and brushing her.

Along with that, when I try to pet or brush her in the upper arm/shoulder area, she starts to nip which she has never done before.

I've had her for 10 years so I am stumped as to what is going on. Is it just something that could happen to older dogs?

I don't think it is arthritis because she was running in the backyard this morning with no hint of pain.

k well all dogs that I've had that did those things had sore bits. It may not be sore all the time. My dog runs around too but afterwards gets sore patellas. Also it hurts to jump but the rest of the time it doesnt seem to be bothering her. However dogs mask their pain & their bodies also make anti flam. Distraction & adrenalin can make them momentarily forget their pain but then later owww it hurts. It could even be sore muscles after using them lots, have you had that your self? Arthritis is just a guess becos of the age & it can start slowly so may not show obvious signs of stiffness at first. My vet also told me that arthritis can set in later if theres been an injury & my dog could get it as early as 2 yrs old so to watch for signs.
