Unhappy 4 month puppy biting HARD!

Hello everyone! This will be my first post, because we've reached a bit of a snag with our border terrier puppy!
He's really good with the housetraining, he's been dry for almost a month, and we're really happy about that. He knows 'sit' and 'no', although somewhat selectively. the thing is that he's recently (the past month or so) started biting me hard when i'm walking around the house, targeting the back of my knees, but only when i'm wearing trousers! if i have shorts on, he just jumps, the same with a skirt, but the sweatpants i have on weekend mornings are soon torn to shreds. He doesn't listen to 'no', and if i just stop and ignore him, he used to stop, but now it doesn't work all the time anymore. I've even given him a bop on the nose one or two times, but he just thinks i'm playing with him and doesn't care.
Please help me!!

I've thought about doing clicker-training, but first of all, my clicker is WAY too loud, i mean, it scared both him and me when I tried using it. Second of all, he very rarely bites in the situations they describe. he's just mouthing in a very polite manner we see no reason to correct, but it's when he's crazy and jumpy and just running around, biting everything he sees, and i mean, there's simply no way to make contact with him when he's like that! But I'll give it a shot, it might discourage him to bite when he's out of his mind as well.

You can say 'yes' instead of clicking. That's what I do.

I think the idea is that they learn that mouthing isn't acceptable and so when they're giddy, eventually they won't do it then either.

I'm correcting all mouthing and it's much easier to correct him when he's calm and just trying to chew me than it is when he's zooming around trying to bite everything in his path!
