If it's just a pink hairless circular area on the leg with no other cuts, scrapes, oozings or issues, my dog's had that for 2.5 years since he was surrendered to the shelter before I adopted him. Multiple vets have looked at it, it's never changed at all and is just a circular area on one inbee hind though that doesn't grow hair.
I adopted him at sixteen months old and he was surrendered at fifteen months so no one knows if it was congenital or appeared when or had some cause.
If it just appeared today, and is swelling, bleeding, lumpy and/or painful, and/or the dog is lame, I'd bring it to the vet since it's a change.
