Unknown Skin condition

So my little puppy is having an issue and I don't know what to do. It just popped up today while at home with my wife and kids and he cant stop messing with it.

He hasn't been outside today. No interactions with anything new that I know of.

You should take him to the vet ASAP. There are hundreds of skin conditions that dogs can have, specially when they're pups (they want to investigate everything, and usually end up messing with dangerous stuff).
If he stratches it (which shouldn't happen, these thing will probably worsen), the vet will put him a cone collar, which will help to keep the wound safe during the treatment.
