I was going to suggest that it might be an ingrown hair, but it appears much more rounded above the skin than I'm used to seeing for something like that. My late husky/shepherd mix had several ingrown hairs during her lifetime and they were a huge nuisance. If you're certain that pus was discharged then clearly it's some kind of infection, which makes me lean toward the ingrown hair hypothesis, but it could also be an insect bite...?
When he had fleas, was there also an accompanying rash or other skin condition that suggests he was allergic to their bites?
Older dogs are more prone to abnormal skin growths in my experience, and they tend to be benign, like skin tags and the like; but if there's a discharge, the safest thing is to see the vet, like you're planning.
