Question Possible Skin Anomaly on Lab's Neck - Can Anyone Identify?

Hey all, I'm new here and need of some help regarding my 11 month old chocolate lab, Buddy. He appears to have some very small but prominent bumps (these are small, firm, elevated, clustered masses) located on the top center of Buddy's neck, in a single grouping approximately half the size of a dime.

You can distinguish the location of the condition in question by observing the tufted, raised hairs on the top-center of the neck, diminuated by comparison to that of a cardinal's crest.

A closer image of the inspection site may be of use to those more familiar with the sitaution. I will try to take a clearer photo of the site as I don't feel the one attached provides the best possible view.
