I'd text them this, "If you want a refund then I'll meet you, at the vet you have taken the puppy to and exchange your refund for the puppy. I'll even pay the vet bill. BUT in order to get the refund I need the puppy back."

Doing it that way you get the puppy back and have proof that it either has distemper or it does not. Either way you get the puppy back.

I'm guessing that these people want a free puppy and they are most likely going to then sell the puppy to someone else probably for more then they paid for it. I'm thinking that the puppy might no longer be with them but is in another home.

This is why I do applications and deposits. I also have the puppies get their first initial vaccine from a licensed vet.
If I had someone email me telling me one of 'my' pups had distemper, I would send one email to them asking for 'proof' as in lab work from a licensed vet, and what form of treatment, all itemized vet bills, with in 24 hours of this email. And if I heard nothing... I would not do anything else. I would print and save the email or whatever communication between both parties, necessary.
I know that calling the vet myself would not work because most vets will not give into to just anyone.

Sorry this happen to you. I would learn from it, and change your 'contract' on future pups.

Again, sounds like a scammer. I would hold off telling the other puppy owners until you have some sort of proof and I would only offer them their money if they can produce a necropsy as your contract outlines or return the puppy to you (of course keep it separate from your puppy until your vet clears it).

So sorry this happened to you.

Just now seeing this thread. How horrible! These people sound terrible!! What is their deal?

What ever ended up happening to the puppy? The other dogs were fine, right? I hope so! Did you get the pup back?

I wouldn't have believed their BS unless they showed me absolute proof from a legit vet. If they were legit, they would have been more than happy to provide you with proof right?

So sorry this happened to you. Some people are so crappy!!!!
