Julie is Irritated

Last night she wouldn't stop licking one side of her couple/thigh area. I checked this morning when I wasn't half asleep and I noticed that she has red irritation all in that area. The other side's fine. I'd probably call this a minor skin issue but what do I know? She's not even my dog, technically speaking.

I do want to help her feel better and quit licking at it, which will obviously make it worse. Should I use a cortizone? vaseline? What kind of relief can I find that's dog safe? I don't have bandages. Would I have to get bandages? or should she just wear the cone of shame for a while?

The vet would probably prescribe something topical, but you could also give the dog fish oil capsules squeezed into their food. One or two a day depending on the size of the dog.
