Horrible rash - German Shepard

My wife and I live in Haiti, and we recently rescued a 10 month old female German Shepard. At the time we got her, she had a few dark patches on her paws and upper chest. Now, 2 months later, she has a horrible rash on her mouth, paws and her stomach around her privates. She seems to constantly be itching, often rubbing her face until it bleeds or chewing on her paws.

There are no good vets in the part of Haiti where we live, and we have no idea how to treat her. We tried giving her cipro for a couple weeks, which seemed to help at first (maybe just our imagination) , but now the rash continues to worsen.

If anyone has any idea what it is or how we can treat it, I'd be extremely grateful.

can't diagnose from a photo, but I would be concerned about mange and other weirder tropical parasites (don't know much about tropical parasites since I don't live in the tropics). Whatever it is, looks pretty bad and you are going to have to break down and see whatever vet is available... likely they will at least recognize the condition and be able to come up with several possibilities if they work in Haiti.

Stab in the dark would be demodex mange, and her immune system not being strong enough to combat the mites. Reason is that mites tend to like areas of the body that do not have a lot of fur like the belly, and they also tend to colonize the face.

A skin scraping would be needed to diagnose mange. I'd take her to the vet, they should be competent enough to diagnose mange, and if it's not that then they'd be likely to know what type of skin infections are common where you are.
