Help Identifying Spot on Dog?

Hello, new here, but would like some help in identifying a spot on a friend's dog that we are looking after. The spot is on the dog's left front leg and appears to be dry and scaly. There is also no hair growing in the spot and it is slightly raised. We noticed it because he was itching a lot and it appears to be causing some pain as the dog tried to pull away when I went to touch it. Any help would be greatly appreciated. Thank you in advance.

Could be a rash of some sort or allergy.
