Health concern or fear? Excessive panting.

My German shepherd this morning was whining excessively, so I let her out to use the loo. (She did both.)
She was better after that.
Then about a half hour later she was whining again, at a much louder volume.
The wind is blowing loudly, and I think she has a
Fear of the wind.
I went back downstairs and she had vomited (possibility it was the second dog though, but
I’m sure it was her.) she had the floor covered in drool and she was excessively drooling, panting and pacing.
I brought them both upstairs and she continued
To drool and pant for the next hour.
I gave them some treats which they both accepted. She did take as many treats as I gave her. Trying to distract her from the wind.
Now the reason I’m not sure if it’s fear or perhaps bowel distentia, is she has been vomiting on and off for a month. I brought her on to the vet about two weeks ago now. They told me to try different foods because
It could be an allergy. I don’t think it’s an allergy. I think she might have a blockage. Both dogs have been vomiting on and off the past month.
Their poop seems normal, although I’m guilty I don’t always inspect it closely.
Our male dog had started eating things to make his tummy feel better like blankets, carpets, and pillows.
I’m very concerned about my babies and feel I had poor service at the vet. I’m looking for a new vet. But it’s so hard to disconcern between fear and a medical problem. Although I’m leaning towards medical.
Althoguh after I gave treats, I let her back outside and the two dogs are playing like nothing was wrong before. Also she went to the loo again(both.)

Any thoughts and advice?

How is your German shepherd doing now? Since tomorrow is Monday find a good get you can rely on.
