Growth where testicles should be on neutered dog?

Hello, I got my first dog 2 weeks ago. I got him from the MSPCA and was told he was neutered. There is a clear incision scar so I do believe he was. However, at the base of the penis where testicles would have been, there is a weird growth. I am taking him to the vet soon but I was wondering what anyone thought about it. It is completely painless for him. I felt it and it honestly feels like an empty piece of skin. Will this require surgery? What could this be?
PS
The green mark was tattooed onto him at the MSPCA when he was neutered.

It just looks like the scrotum to me- the sack of skin that contains the testicles. It tends to shrink down after the testicles are removed but can still be pretty prominent after neutering. If you're concerned you should definitely ask your vet about it.
