Coughing dog

Looking for help for a friend (who does not have internet access).

Her Jack Russell has been coughing up white mucus this morning. The cough is a pretty deep hacking cough and it is like he is trying to clear his throat. He has eaten this morning but hasn't drunk much. The dog is up to date on all his vaccinations, in generally in excellent health (occasional skin flare-ups for which there is a treatment plan) and fairly young (about 4). He does like to play with sticks and is a bit of a chewer.

He regularly attends dog daycare (about twice a week) and they have all the usual vaccination requirements for dogs at the facility. They have previously been pretty good about letting clients know if any health problems have occurred (e.g. notification when kennel cough was suspected in a dog boarding with them). She has a call into them to check if they have been made aware of any issues during or since his last visit.

Her regular vet is away at the moment so the only option for veterinary consultation today or tomorrow would be to take him to an emergency vet about an hour away (we live in a small island community with no local vet service and it is a holiday weekend where we are). Does anybody have any suggestions on what she can do to narrow down the seriousness of the situation and the potential need to seek professional advice in the next 36 hours? To be clear, any advice about what she needs to look for to determine whether to get to an emergency vet or wait and see the locum on Tuesday?

Update (for interest).

The day care has gotten back to my friend and reported that another owner has let them know that their (vaccinated) dog had similar symptoms. That dog's vet indicated that it was a mild infection (possibly some milder form of kennel cough but more like a cold) and it resolved in a few days without treatment.

My friend is ringing round some vets but it sounds like the pup will just need to be kept in isolation for a few days.
