really, it could be anything from a small lipoma to a mole, skin-cancer, or a blocked skin-gland.
It might be important, or completely inconsequential - we can't tell. U need to make a vet-appt, & get it examined.
the vet might want a needle aspiration to look at under the 'scope, a small biopsy, or just look at it under magnification.
Hopefully it's just a little bump, & needs no Tx other than to keep an eye on it for changes - color, size, texture, if it bleeds, hurts, etc.
