Dog in heat, can I clean dry blood off her vulva?

My puppy is in heat for the first time. She is not cleaning herself at all. I noticed she was in heat when I saw dried blood around her vulva. I put her in the tub with dog shampoo in an attempt to clean it off however, it's very hard and dry on her fur. I'm certain it is uncountable. The blood would not come off.

I searched online and found that my cleaning and touching her vulva could cause an infection.

So what do I do? Can I try to bathe her again? If so, what should I use to get the dried blood off? If it will cause an infection what other option do I have?

Plain warm water is fine to use, I wouldn't use soap. And wipe gently. Can you trim the fur that it is on?
