Is there a dog equipment safety council?

Bit of a story here, I have a harness BrilliantK9 (made in USA) that I'm very happy with. My friend was envious and bought a harness she found online at ThePugLifeStore.com, called Senior PetDog. It said it sold for $50 and is heavy duty, but it is on sale for $24. It was definitely a cheap knock off, anyway you get what you pay for right. First time out, on our way to the beach, the buckle comes undone, she thought maybe she hadn't closed it properly. Ok, then the dogs go swimming, Sally's dog Boo weighs 25lbs wet. This harness absorbed all the water in the lake. Then, we get them out and start to head home Boo jumped at a squirrel and Sally is left standing there holding a leash with the ring from the harness attached, no dog. Thank god our dogs have excellent recalls, so Boo comes trotting back on command. Oh it gets better, this stupid harness is torn to shreds. She puts the leash on Boo's collar and we look at the harness. This inside of the harness has some weird canvas like material that had a foul chemical smell. Both of us taught school for many years and it reminded us of all the lead recalls in children's toys. She called the store and they told her she wasn't using the harness correctly and that's why it broke. And they didn't know what was in the harness they buy from China, but it must have been her imagination because they would never put anything toxic in a dog harness. Really?
