Sorry I am having a little trouble understanding what you write, but I'll try...

It appears the bee stinging incident has frightened him.

What do you mean by "he refuses to bark when other street dogs growl"? He is simply following the way dogs relate to each other. He is a young dog and his place in society is not to bark or to be aggressive. He sounds shy, so scolding him or any sort of punishment will make the problems much worse.

Overall the thing to do is to treat this dog very gently and with a lot of understanding for his fears. He needs encouragement and POSITIVE training to overcome his fears.

Have you tried training him with food?
Do you have any good training books about dogs?
Where are you living? You sound like english is not your first language... I don't know any dog books in other languages, but could recommend a good training book here.
Here is a small book that might really help you.
