Great Pyrenees aren't strictly white, their base color is white but they can have tan or gray just typically not much. She's really got most traits of one, only one not being her face size. She is on the smaller side of things if she were purebred, but she is young and as you said, malnourished. Malnutrition is very effective in a growing puppy cause that's when they need the nutrients the most. It stunts their growth, and would also stop her hair from growing to it's full length and thickness. I'd give it some time and feed her very high-quality food cause she needs to get good nourishment since she isn't done growing.
If she does stay without much change, I would agree she could very well have Golden.
I do gotta say we used to have a border collie that looked just like her, tan and white, bout the same size but lean. He was on the smaller side though, as we had a black and white one at the same time who was a bit bigger. She reminds me a lot of him completely in appearance, but I'm not sure how big a GP+BC cross would be so I'm not sure. Hopefully someone else can provide a more sure answer
