This is something that you have to determine yourself. Potty should be after eating, drinking, sleeping, playing, anytime they look like they need to go, or every 30 mins if none of that has happened in that time frame. (I just do every 30 mins for the first week then I do every 45 mins, then every hour and I stay at every hour for a while. I brought home my BC at 9 wks and followed that schedule and she has never in her life (she's a year) had an accident and will hold it all day).
As far as feeding and watering, it depends.
I would feed either two or three times a day, depending on the dog. Some small/toy breeds need to eat more often when they're puppies due to risk of low blood sugar. Pick a feeding schedule and stick to it. If you get up at 7 AM, take her outside to potty, bring her in for food and water and take her outside again within 15 minutes of eating and drinking. If you want to feed her lunch do so around noon following the same schedule of potty break after. Then dinner at a time that is conveniant for everyone, and again outside. I would have her eat early enough that there is time for at least one more potty break before bed time.
Water should be available at all times but you may want to keep the bowl low rather than totally full because sometimes puppies overindulge, and I've seen them drink drink drink then as they back away from the bowl literally pee it all back out.

As mentioned in the other post and above this is a personal thing. If you work normaly 8-5 type hours you clearly want to feed the dog in the morning and evening depending on your schedule. If you are able to be home or have someone who is/can during the middle of the day for lunch and potty break this is recommended for puppies. But you have to determine when to feed. You definitely want to take the dog outside after eating/drinking to see if they need to go potty. Eventually you will see what schedule your dogs system is on and can go from there

I would just start by feeding the dog in the morning, around noon then again in the evening (I typically do 5am, 2-3, then 6-7pm)
