i'd need a little more info from you, what do you mean that he is afraid of outside? can you describe a typical trip out? including your behavior and his, what are you doing to encourage him out, etc... also, what is the weather like where you are?

Well what my Friend does is she sits down outside with the puppy and holds it in her lap. It helps the puppy get use to the feel of being outside. Her dog did the same thing! Now it doesn't do that anymore! Good luck Jana!

Loekin hates outside too, by that I mean he HATES snow lol
But even though he runs, cries, whines, and barks wanting to go inside, I keep him outside, and in a high pitched voice I talk to him to make him feel more comfortable untill he finally goes potty.
Since then, he is getting better and better

One trick that works for me is to set up a small wind chime which is approximately at the head level of your puppy close to the door you use as you take him outside.
Take your puppy near the wind chime and carefully push him into it until your puppy's nose will touch the wind chime and create sound. Compliment your pet by saying "Good boy", open the door and take him outside for a few seconds.

Take them back to the house and repeat Step 2 5-6 times. This will even be more successful if your puppy has fun outside, since this will make them eager to be out and will promptly associate the chimes for him to be outside.

By the time your puppy made the chimes jingle on for the first time on his own, reinforce it quickly by congratulating him and by taking him outside.

Hope this helps.
