I want to start this off by saying I'm kind of animal nutsy person and very very very very very pro spay/neuter.

So I totally judge people when I see their unfixed male at the park (because I cannot tell, unless they tell me, if thier female is unfixed). Personally I see no justification in not fixing a dog, and with the accidental litters I've seen in just my irresponsible stupid friends-well that makes me more judgy.
So when I see a dog with jangly boy parts -I judge the owner.

Anyways-will it cause problems-it can. I think it's often that the owner who is irresponsible enough to not neuter is irresponsible to not socialize and supervise and train [BIG disclaimer here=not ALL owners who don't speuter are irresponsible and many have good reasons-but for the most part....]and thus their dogs are problem dogs whether they are fixed or not.

That being said-and on top of that-I've been reading its not that the dog who is unneutered is a problem-it's that other dogs react to his testosterone and THAT causes problems.

At any rate-yes I'd prefer that all dogs who come to the park are fed safe diets (And aren't shedding salmonella all over) utd on vaccines and fixed. Are they? Nope. I just avoid the 'not great' dogs and we do fine.

So if you show up at my dog park with a dog who has jangly boy bits-I'll probably judge ya but it's not like it's not been done and it will most likely be ok

You know whats funny. I have my intact male. And off course he is well trained, socialized ect. But As soon as I see a unaltered male dog. I judge as well. Because like you, I mostly assume that its a idiot owner. You cant see Blazes jingly bits (lol), through all his hair, so most people assume he is a fixed female. when I tell them he is in fact male and has all his parts they always seem amazed, because he is normally the dog int he DP doing his own thing, sniffing, playing ball, Playing with his few select friends he likes to play with (he is otherwise not much of a playful dog with other dogs. Unless they push him to play) or finding rocks and bringing them to em (terrible habit I can not break, considering our DP is a old gravel pit, its impossible to get away from rocks. I end up with a pile around my feet if I don't pay 100% attention to him lol)

So I always assume that these people, just haven't bothered to train their dogs, that they just don't care. But I have come to relize 90% that I have met at my dog park, are great. actually do somthing with their dogs (lots of agaility, fly ball and rally-o dogs at my park)

The dog park we go to is also seperated for small dog side and big dog side. The pound uses it to to let the dogs run, volunteers bring them back to it as its the pound that own it. Females in heat are not allowed to enter and you will get a $500 fine for doing so. No one is allowed to "breed" there at all. It doesnt bother me to see in tact males as long as they mind there manners.
Thing is, the pound doesnt ALLWAYS keep an eye out. There is a lady that has an in tact male who is quite a bigger lady (not judging size, just, I dont think she does a lot with him by the way she acts) and sits at a table and reads her book paying no mind that he is humping every dog that comes in, male or female, and if you say anything to her about it she just looks at him, watches him and says 'I dont know, he does that'... Sometimes she doesnt read, she just watches him hump everyone...
Another girl who comes in with a rather large dog.... well he is really a good dog but when a lady friend of his comes, he attacks any male dog that gets near her. Sometimes, the pound dogs are wanting to hump and depending on who the volunteer is, depends on if it will be confronted.

I do have to say though, my Feora is the most layed back dog and gets along well with others.... then there was that day at the dog park..... She found a little female dog, like LITTLE and decided to mount and hump her!!!!!!! What!!!!! I had to keep her on a leash till that dog left because she just would not stop. We never saw her again and Feora never did that again.... I dont know... I still dont know what the deal was..
