You can fill it with food, my dog likes peanut butter, bananas, apples, treats, chopped chicken....you get the idea she also loves chewing on it when it's empty anyhow, be creative, and see what your dog likes best freezing it would make it more challenging to get the food out.

I have to fill it with treats to get my dog interested in her kong. Lol.

I put in kibble, plug it up with wet food and then freeze it

I use peanut butter or treats. You can use whatever your dog likes. I also freeze it for my pup since he is teething
