Dogs might not understand that kind of interaction, so they react the way they react - either lick you back (gentle/submissive/appeasing reaction), or play/neutral bite (confident/puppy reaction), or snap you (fear/aggressive reaction) lol. Mine can play/neutral bite me back after looking at me for a second (trying to understand what I want form him). He's the kind of puppy alligator that likes biting and playing rough, so that's his kind of reaction to what he doesn't understand lol. I try to blow his face gently and ask for kisses on the face as I hope that he can understand and get used to this, and not hurt anyone unintentionally later (just imagine a kid suddenly doing it). You have to avoid doing it roughly or in a way that resembles dogs/puppies asking another dog for play or else they will play with you in their (mouthy) way lol.
It's good to get a puppy used to different kinds of closer face to face or eye contact interactions so he feels confident about humans close contact and not unsure or threatened.
