Well, I guess I'll just stick with the bully sticks then.
His mouth isn't big enough to chew on a tennis ball except for the teeth more to the front.
The trouble with determining the cause of a broken tooth is that often people don't know when it happened so the dentists and regular vets say that anything hard can break teeth.
He doesn't play with rocks or chew on wood.
Chews on bullies and plush toys.
Maybe it's the fence biting or those accidents, maybe hitting a landscape block or a tree while running playing tug, the cloth or rope is in his mouth and then he slams into something hard with something between his chewing teeth.
That's how the canine and one previously broken carnassial broke further down.

gosh, that is a bummer since it sounds like he likes to chew! only other thing i can think of would be pig ears, but they are gone so fast...
i'm assuming that you also posed this question to the dentist... did he/she suggest anything?

he said that if you can't put a dent in it with your fingernail then there's a chance a tooth could break, he knows that the bullies get soft fast but not right away, so the dog is chewing on something very hard for a little while.

oh no, i meant if he suggested anything else you could use i've been trying to think of something, but the kong was really my best suggestion, i was thinking that something he said might trigger an idea... i spend a lot of time looking at pet stuff, especially dog stuff, so if i come across anything, i'll let you know...

I will have to go to a few pet stores and see what might be better.
In the meantime I'm soaking the bully sticks in a glass of water for a little while to make them safer.
He gets sick from pork and quite a few other things actually.
Vet and dentist had no suggestions, what's new, they don't want to commit to anything and then be responsible
if it goes badly.
I don't want to be responsible either for making bad decisions that harm my pets.
