What could be wrong with my dogs eye?

HELP! My 7 y/o Australian terrier got into a bunny nest, her eye got red and she squinted. Vet said she had a small scratch on cornea, put her on Neomycin/polymxin ointment e/8 hrs for 7days. No improvment but he said the scratch was gone. Put her on IC Prednisolone AC 1%, 1 drop e/8hrs for 5 days. No improvement. She was sedated and eye flushed, it was full of mucus, but no FB or abnormality found, she was put on Cyclosporine 0.2% ointment e/12 hrs for 2 weeks. It was appearing to get a little less red and puffy, now after 2 weeks, it is back to the white area being red and swollen and a white mucus discharge. She squints all the time.
Help Please, I don't want her to suffer anymore but nothing seems to help her, and the expense is adding up with no results. What could be wrong?
Thank you for any advice you have to offer!

Has she had the tear production and pressures in her eyes checked?

Can you post a picture?

Have you put a cone collar on her so she can not rub or scratch her eye?

That looks like a little too much goo for me to be happy with it and the tissue surrounding the eye is very red-- possibly some conjunctivitis.

Are the actual whites of the eye red as well?

Do you see any remnant from where the cornea scratch was? Your vet is 100% sure it's gone? Did he/she restain it?

She doesn't rub or scratch it, just squints all the time. It looks like she is always winking at us!

Yes, he restained it and checked it again when she was under anesthesia and he flushed it out, said he did not see anything wrong just a very lot of mucus. The white area is ALL red and starting to swell again. She's been on 3 different meds, I thought if it was conjunctivitis one of them would have helped her by now.
Of course I'll take her back to the Vet again, but I am not sure what else it can be!

One of my cowdogs got dirt in her eye when we were in the pine forest last week. The vet couldn't find anything in the eye, but her third eye lid was coving most of the eye. Got the drops and ointment same as you mentioned. I have also been rinsing her eye out with sterile eye wash 4 times a day. It's looking pretty good as of last night. Must have finally got soft enough so the eye rinse washed it out.

Have your vet run the two tests I asked about. And please go back to the vet tomorrow, eyes are too sensitive to wait it out.

Thank you, I'm calling the Vet again tomorrow…how long did it take for the eye to get better?
