Of course he's "excited", it's fun. A really (nonsexually) excited male dog often does show the tip of the penis, or the whole penis, especially as they age. It does not reflect sexual excitement. Plus, ejaculation is the end result of sexual excitement, not the cause.
As for him putting down his head as if he knows he's bad, I can guarantee you are acting very upset about seeing him with your daughter's panties. So he has learned to associate you + panties = dog in trouble. putting his head down is an appeasement gesture, a way of saying "please don't hurt me!", not an acknowledgement of guilt.
Also, dogs are in no way ashamed of sex. A male dog with his penis fully exposed isn't ashamed. Dogs will mate right in front of people with no problem at all. Dogs don't have our silly hangups when it comes to sex, because for them it is purely a biological act.
