Yes, it could be associated with the food.
Another strong possibility is that his anal glands need to be expressed. Does he drag his butt on the ground ever? Does he ever smell really bad back there?
It would be a good idea to have the vet take a look.
Do you have him on a flea preventative such as frontline? As you are in the south, the flea problem does not totally go away in winter. It's not always possible to see fleas on a dog, so he could have them and you might not find them. Fleas love the tail area best.
