I asked my vet about the same thing on my pup, and she said it's normal, as long as it's not oozing or swollen. It's apparently just a normal secretion.
However what you describe is more than normal... more likely an infection. All that licking is because his weiner is irritated. All that crusty and gooey is too much. Take him to the vet for a weiner check up!
my recent observation happened to coincide with some new behaviors from my pup. he's a lot more territorial, pees on every bush, hydrant, etc. and his coat is losing a lot of its shine, sheen and luster.... the lil dude is growinf up way too fast LOL!!
My dog has this same "stuff." I had a male dog growing up, but never noticed this "stuff" so i was concerned about Finn. When I took him to the vet for a check up and to get him started on heart worms, I asked about this. The vet called it smegma and said it was normal for male dogs. I kinda didn't believe him, which is silly since he is the one with the DVM. Thanks for the confirmation though!
