Chihuahua's balls have not dropped.

I got my chihuahua Bambi when he was 4 weeks old on the 4th of July, so he was about a month when I received him. If you do the math, I'm guessing it's been about 7 months old.
We recently got another puppy, a female, and before, he's humped things of course, but rarely. He constantly tried to hump her when we first got her, and even though he's stopped doing it, his penis still comes out randomly around her, we're afraid he'll do it when we finally trust him alone with her. We are also still potty training her, so whenever she pees, he pees over it, and it causes a smelly mess.
Bambi's balls have yet to drop, and I find it off that he'd hump or his penis comes out when he doesn't even have them.
We took him to get neutered, but we weren't able to, seeing that he's eaten and had water in the past 8 hours. The vet checked over him, and said Bambi didn't have any testicles, and he could not feel them. He asked me if I was sure that he was a male, and I obviously pointed at the penis, but he said there were no testicles.
He said they should have dropped by 6 months, and if they haven't and they don't drop, he's __________. I'm not sure what exactly he said, because he was in a rush to get rid of me and my questions.
I'm suspicious now, and worried about my dog. I'm not sure if this vet knew what he was doing, seeing as it's a mobile vet with no phone number or address, or my dog isn't exactly normal. Bambi pees like a female dog would.
Help, please.

They could just be retained in his abdomen. I would take him to another vet for another check. It is not uncommon for a male to squat instead of hike. Some learn by watching other males/peeing where they did.

Our old dog always squated. Rarely hiked his leg up... I think in 7 yrs I only saw him do that twice. Either way, the vet asked you if you were sure if he's male? That's a bit ridiculous. See another vet and def. get him neutered.

Sounds like he is a cryptorchid and both testicles are in his abdomen. That is ridiculous to say the least that the vet was unsure of the dog's sex (would not trust him with even a routine neuter!). Retained testicles have an increased chance of becoming cancerous, so it is very important to get him neutered. I'd go to another vet. If cost is an issue, many shelters have low cost spay/neuter.

As far as sterility, most dogs with two retained are sterile, but I'm not sure of the exact percentage. Regardless, with the cancer risk and small potential for fertility/your female, I would neuter.

Lastly, I would strongly suggest you let the breeder know that the dog is cryptorchid because this is usually considered a genetic issue. I would also recommend telling the breeder that four weeks is too young to sell pups--maybe suggest some reading on socialization and bite inhibition.

So now would be a good time to neuter him correct? Even if that vet said he didn't have any testicles?

Crock, if the breeder sold the puppy at 4weeks, I highly doubt they care about him being cryptorchid.

Will it cost more if they say he is cryptorchid? We didn't buy him, he was given to us by one of my father's friends. We're neighbors with Bambi's mother, father and sister.

yes, it is normally more to go into the abdomen to neuter. They will be able to give you an estimate at the time of the exam. Once they locate them they will know more.
