Thumbs down Odd behaviour with foster dog. Help!

Hello. My foster dog is great in the house and loves dogs when they come into the house. He absolutely adores our other foster dog but when he sees other dogs out walking he is up on his back legs barking, lunging and pulling me about the place! Although if the dog approaches us or we approach them nine times out of ten he is fine. He is not the easiest to control either as he is not the smallest of dogs! I have had several incidents with him when i have ended up flying through the air because he has seen another dog. I know, sounds funny. If its not you experiencing it! We took them on separate walks and as Ruby, the other foster was a bit away but still in sight he started the same behavior?! Strange. I have worked with dogs for years and have never experienced this. Any advice would be greatly appreciated! Thanks

sounds like he is leash reactive/ has barrier frustration.... it is actually fairly common... check out this link, it has a very good explanation...
