Harley's Dew Claw.

For some reason Harley only has one dew claw but a couple weeks ago when I looked at it, it was curled and felt like it was pretty close to his skin. Last week I took him to get his nails clipped, she noticed the dew claw because she told me it was weird that he only had one. But she didnt clip it or trim it so I thought nothing of it.
So my question is, do dew claws have to be trimmed like regular paw nails?
