to me...sounds like you have an idea of what he needs....

he needs social interactions, dogs are usually social, they need to hang out with someone at some point...humans, dogs, other animals...he needs playtime and training and mental stimulation physical exercise... he needs the obvious food and shelter...as well as medical care... his fleas need to be dealt with...

They are doing everything wrong!

I know it's your cousin, but if the dog has fleas and hasn't been to a vet-I'd phone the Humane Society or the SPCA-that's illegal and unethical and wrong.

Fleas shoudl be treated, dog should be walked, dog should be indoors unless it's a working dog with a real job, chaining a dog is a bad idea-they should have a fence-chaining causes fearfulness or agressiveness as they are 'caught';

TBH other then feeding the dog (and they should have at least two meals a day) they aren't doing anything right.

The dog got fleas? Aren't they thinking of treating the fleas first? Dogs can die of fleas you know. The dog of a friend of mine died of fleas. When they brought him to the vet, his blood was low because the fleas had sucked most of it. Poor dog!

Get the dog treated first. poor guy, must be itchy and in pain.

Everything wrong.

They are people dogs. Should be INSIDE. Build to work with humans.
Needs a few flea bathes, since the hair is so thick, it will be harder to remove them
Needs atleast a hour walk and mental stimulationa day.
Should be getting 2 meals a day, as collie are pone to bloat
