My Dog Refuses to come when off a leash.

He is a husky. 1 year and 2 months. people tell me its their nature to be very independent and do what they want. Today he got out of the fence at the park when a girl was walking in through the gate. and no matter how much i called him he would not come to me. he ran to a man who held him while i ran to catch him.
Can anyone help me make my dog listen to me better.
he knows numerous commands its not that he doesn't know better.
he knows when he does something wrong.
He is my first dog and I'm just not sure on ways to fix certain problems.

He's likely not refusing-he just doesn't know 'come' well enough.

Does he *always* come in the house or yard? You need to be 150% at recall in a confined space before you attempt off leash at all. It's not safe for your dog or others if he won't come.

What have you done so far to teach 'recall'?

If he isn't coming to you, stop calling him. If you are saying "Come" "Come" and he isn't coming all that is doing is teaching him when you say "Come" he doesn't have to. Never use a command unless you know the dog will listen and/or you can make him. If he were on a leash and you said "Come" if he didn't you could lead him to you. But it sounds like you need to work at it more on leash BEFORE you let him off leash.
