That's what the shelters I've been at had too (Or I implemented in the dog shelter years ago) -it's not strict-it's a 'wakeup'-studies show even when they sign or have a gift certificate for spay/neuter the majority don't bother and a significant amount end up returning dog and litter to the shelter-so problem plus 10 added. A good contract like yours is awesome

Talk to my boss about him being adopted out and she wants him to get to the point of using his legs and walking everyday before leaving our hands. So it might be a few months before we even put him up for adoption.

I'm certain she's asking how old do the dogs get to be before mandatory spay/neuter when adopted in a contract like that. I'd guess-6 months. A shelter needs to look at the dogs as a population rather then an individual and ensure spay/neuter is done BEFORE it's possible to have pups-rather then waiting for the animal to be full grown. GUessing but likely and I don't disagree
