It's not that they are turning toy breeds away or euthing them. They clearly just don't have them because they don't have so many toy/small breeds being dumped. This is a GOOD thing

Not for your search but it is good.
Our local humane society brings up 200 small/toy dogs from California about every two months now (they just piloted a project last year) People line up for days to adopt these small dogs.
So the difference is ; here no one or not many get rid of their small dog (plus other factors like we have the reserves who have unspeutered big dogs breeding etc) Where as California obviously has enough dog population that their unwanted dog population includes small dogs
We had to get a small dog for our neighbor hood (limit is 18" at the shoulder) though I checked our HS and the other 10 or so animal rescue/shelters in the area, we actually adopted Mikey in Saskatchewan, about five hours away.
It is hard in some areas to get smaller dogs-it's a pain. But it's a good thing too!!
