1) Here's what I love-Petfinder has two big great articles in their resources-
101 Shelter Ideas (Vol 1, 2) They are GREAT

It's adoption incentive programs, education programs and fundraising ideas

_all stuff that's been successful in differenet shelters. (they have tons I've spent days reading their resources.)

2)People love showing off that they donated-make
calendars-of shelter animals. Put sweet stories of successful adoptions (Either submitted by adoptees or by shelter staff). You can have calendars made in bulk cheaply and they are easy to organize.
3)Get
clickers made with the shelter logo on them-sell them for 2.1x the cost it is to make them (standard markup) and you'll still be selling them cheaply-and people will buy from you instead of the store-because they are supporting something.
4) Go to
PetSmart Charities | A Lifelong, Loving Home for Every Pet They have a great program where they will give a
one time grant for shelter expansion projects (anything that isn't regular costs-like employees or supplies) so things like more kennels or better kennels, wash tubs etc. It's time consuming to fill out but you can get some big bucks that way

If you have any grant writers at your shelter-put them to work. Slop if full of sob stories and the money will be there in no time.
5) Petsmart will also allow you to join with them and do
adoption booths in the store-where you could sell cookies, calendars, clickers, tshirts etc -as well as showcase your animals.
6) If you don't have a shelter
website-make one. It increases visibility like you wouldn't believe. If you do-add
Google ads (And ask site visitors to click them to support you!) Add
paypal for quick and easy donations-people know paypal so it's nothing if they stumble upon your site to sign in and make a quick donation. If no ones on board to do a website-contact web design companies-they are MORE then willing to make you a website and donate it-to advertise their services-and free websites professionally done are awesome.
7) Set up
different donation 'piles' have one for spay/neuter, one for emergency vet costs, one for what have you-people like to donate when they know EXACTLY where their money is going.
8)
Sponsor a pet program-on the website-have each pet available for sponsor-so someone could pay their 'montly bills' that month by paypalling 20$, or they could sponsor their spay neuter (whatever your costs are) or they could buy 'this dog' a kong-be creative and have LOTS of easy funding programs available on your website-people love to sponsor one special pet.
9) Any special pet who comes -label them
SPIN (Special pet in need) -make a huge website page for them, get them in the paper-and put a detailed story for them as well as pictures. Nothing brings in donations like a specific special animal.
10) Talk to your
local newspaper and your local newstation about running features (Regularly if possible) on available animals. Media is easy to do, and you'd be surprised at how interested they are to come do articles or run features. The more your out there, the more people notice, the more they'll open their pockets. (People are not going to donate to an obscure shelter-they are much more likely to give to THE shelter that they know about-the one that's in the paper every saturday) bonus-adoptions go up-featured pets get people clammoring for them
11) See if you can get your shelter involved with
http://www.freekibble.com/contact.asp they give free kibble to shelters based on clicks on the website. Money not spent on kibbles equals more shelter money-so try getting most things donated through sites like this.
12) Corporate sponsors-Companies-especially big bad oil companies-have lots of money and need to do
PR. They LOVE oppurtunities to fund shelters and other public friendly orgs. So set up a program where plaques are visible somewhere in the shelter-perhaps on kennels-"This kennel proudly donated for me to live in by ----" Not only would big companies be interested-but other people can do it too, and put the plaque in their name or a loved ones name
